Control

The Halifax infestation is, so far, the only known outbreak of the beetle in North America.  Outside of the Halifax area, it is unlikely, at this point, that you are going to run into this pest.  However, if you encounter unexplained dying or weakening of your spruce trees or if you notice unusual resin flow and coarse sawdust material near small holes in the bark of your trees, consider contacting local forestry officials, particularly if you live in the Canadian maritime provinces or in the northeast United States.  Better safe than sorry.
